How do I set up security on a menu item that is a folder, not a task?

I have a role in E1 that only needs to see Finance, not Distribution or Manufacturing. How can I hide the folders that it does not need?

We are setting up security by turning off *PUBLIC and granting back rights to roles. For some reason, there are a few applications that are granted *PUBLIC, such as P0011. Because P0011 has permission then it is open to a Finance role that doesn't need access to anything Distribution or Manufacturing related. The easiest way to handle this seems to be to remove those options from the menu so they don't even see it. I don't know how to do this.
