patch 22698265 SPECIAL INSTRUCTION FOR formsapp.ear xml files not found

Upgrading from 12.1.3 to 12.2.5

using startCD51 I've created the staging area and used Rapid Install to lay down the application tier filesystem.

Ran ETCC/checkMTpatch.sh and for the Forms and Reports in Oracle Home .../fs1/EBSapps/10.1.2 patch 22698265 was identified

I've applied the patch without issue

But the patch README contains the following (post patch application)

for Application Server middle tier (including Forms/Reports Services):

1. cd $ORACLE_HOME/j2ee/OC4J_BI_Forms/applications/formsapp/formsweb/WEB-INF

2. cp orion-web.xml
