Row Security on F0005

I want to apply row security on the SPHD column of the F0005 table to restrict users from selecting values marked as not current (indicated by a value 'Y' and SPHD.  I have setup our test environment as indicated below, cleared cache and even restarted the web service.  All to no avail.  I am still able to select the value from the Job Master forms.  Any thoughts on why this isnt working?
