Tools 9.2 Upgrade - Some UBEs much slower afterward upgrade

We recently went live with tools only upgrade to 9.2.0.3, and on our AIX ENT servers we are seeing dramatically slower processing for those UBEs which are CPU intensive.  A good example would be R097001, which went from 90-120 minutes to 10+ hours to process 27M records.  When we run the R097001 on a windows workstation, it takes a bit less than 120 minutes, which seems to let the database off the hook.  In what universe is it OK for a windows webdev machine to outperform a Power8 AIX box?  Database intensive jobs (which are most of them) are processing normally.  Looking back, we can now see that this is happening in all the lower environments, so we should have noticed this before going live, but we didn't and now we are scrambling.
