ERROR fat client ORA services doesn't start

Hi,

my doubt, when isntalla JDE client, oracle client ORA services will isntalled "as Delayed"?
this is automatic  pre setting on ORA local database install?

update1:

Hi, today  start JDE solkution explorer and get the same error  "E1Local" but  after 10 second, JDE start fine, in my developer seat has ORAListener services as "Automatic start as Delay" only

we are facing issue with fat client,   step:

1_start server (all fat cleient are on AWK amazon services cloud)

2_start JDE but display error attached, I notice both ORA services doesn't start

3_then set "start as Delay" option in both ORA services and working fine,
