How to add hold name LOV?

We are using EBS version 12.2.4 on db version 11.2.0.4

If I am in OM super user responsibility, when click on order organizer and hold information, there are lots of holds in the hold name LOV drop down box.

But if I go to the customized OM inquiry responsibility and go to the same order organizer, the hold name LOV does not show the same list, the list is much shorter.

Where can I go about add the hold name LOV so that both responsibility can see the same hold?

Please advise. Thank you.
