Launch Pick Release not being submitted No error

We are facing an issue for order. When we select Launch Pick Rlease and press Go button nothing happens. Means Launch Pick Release concuurent request does not get submitted. How ever for other orders it is working fine as expected. EBS version is 12.1.3 and database version is 11.1.0.7.0
