Supplier receiving welcome email before approval, and given duplicate ID

registering suppliers are receiving the welcome email before being approved and given a supplier ID, that belongs to someone else. once approved, they receive and email giving them a different supplier, one that's more permanent. attachments give clearer understanding. Does this have to do with the request for more information end?
