Modifiers required only for quoting but not for Orders

Hi,

We are in a distribution industry have a requirement where we need to create modifiers which only needs to apply on quotes but not on orders. Once these modifiers are approved by our partners only then we can use them on orders.

Do we have a way without any customization that modifiers should apply only on quotes and not on orders? Also these modifiers needs to be automatic modifiers.
