F & A process

There is an ACT row with a corresponding BIL row with an accounting date of 6/23/2016.

We are in the process of closing out a project and running F & A but the F & A process is setting the F A status in proj resource table from Blank to I (ignore) so  F & A is notcalculating.This is for the ACT row.

F & A has been calculated on other ACT rows of this project before

The F & A is being run by accounting date from 2014 and through 6/30/2016 , exception accounting date 6/30/2016 by Business unit/ Project

Also the sum of BIL and BIlled rows of the project is still within contract limit amount.
