Error While creating a Credit Note

We are getting an error: The Lot is currently on hold Error while creating the Credit note.

But we are not getting this error while creating the Sales order for the same item/BP/Customer.

The Item/Lot/BP has non-zero availability and Onhand quantities. And this lot is on hold 'Q' in the lot master but not in hold  for all the locations.

Not sure why this error comes while creating Credit note ...but not while SO creation..
