Cannot reset PR Journal Entries - no drop down in P07210 PR Workbench?

We are running a payroll cycle and need to reset the journal entries ... the "reset" JE drop-down is not displaying.... what would cause this? we have a "1" in the JE step and there are records in the temp tables for JEs (i.e. F05290, F063951). We want to reset the JE and then reset the PR cycle ....
