OEM12c Job suspended, agent not ready

OMS version: 12.1.0.4

Agent version: 12.1.0.4

I am trying to figure out a reason behind alert from OEM that i receive at random intervals. Here is the complete alert notification. I noticed that sometimes security scan cause the agent software to restart which can be easily found in the agent logs, whereas other times nothing can be found in agent or OMS logs that explains the reason behind following alert notification.
