Character Set conversion 12c

Hello,

We need to convert the Database character set from WE8ISO8859P1 to WE8ISO8859P9. The DB version is 12.1.0.2. As I understand the CSSCAN/CSALTER Utilities are de-supported in Oracle. When I have gone through DMU tool, introduced in 12c, I realised that it is used to convert to Unicode Charset.

Can you please advise what are the options available in 12c to convert the Database character set from WE8ISO8859P1 to WE8ISO8859P9
