What causes an update to an E1 page to be visible?

I have been working with E1 pages and using E1: E1PAGE: Overview of E1 Pages Including How to Develop, Edit and Manage E1 Pages and Build Pages with the E1 Page Generator (Doc ID 1674258.2).  The section Managing E1 Pages 9.1.x and prior > Updating an Existing Page gives step by step instructions on how to upload a revised E1 Page and says "This Page when Approved will automatically “Hot-Swap” the existing E1 Page."

However, the revised E1 Page isn't visible immediately.  Logging out and back in doesn't make it visible, and reloading the page or frame doesn't make it visible either.  Eventually I can see the change.  Is there some cache or other E1 setting that controls when E1 will serve the revised E1 page?
