R12 Tax Regime mass update

Background: We are planning on using the upgraded tax regime in the US for E-Business Tax.  Today we are using a 3rd party vendor who provides us a monthly rate file which we are loading through the 11i tax rate interface in order to update our sales tax rates.  The Sales Tax Rate Interface is obsolete now in R12 and we are not having any luck with the “E-Business US Sales and Use Tax Import Program”.

Please provide your guidance/ideas on above requirement
