Symbolic URL and HTML File

Siebel Version: 15.6 [IP2015]

Has a requirement to display attachments contains stored in file system on view/applet.  Can use symbolic string, but for this, we need to store html files on web server path.   Is there any way to display HTML page stored in file system /attachment using symbolic string without placing file  on Webserver?
