Cannot find library in Developer Suite 10g 10.1.2.0.2 - CUSTOM.pll

I am working with our developers to modify the 12.2.5 CUSTOM.pll using Developer Suite 10.1.2.0.2 but receiving an error message the library cannot be found when trying to open it. All $AU_TOP/resource/*pll files have been copied to a location in the FORMS_PATH listed in the registry. The APPSTAND.fmb and TEMPLATE.fmb have been copied as well. I also tried placing them in their own directory and using Start in from the shortcut (did not update registry though). I'm not sure what else to try so some assistance will be greatly appreciated.

There may be a patch from what one of our developers has stated, but I'm not sure about it yet.
