FDMEE - 11.1.2.4 Loads partial data?

We just moved from FDM 11.1.2.1 to FDMEE 11.1.2.4 and noticed in testing that it is possible to load partial data if mapping errors exist.  This did not happen in FDM.  We implemented for HFM the Validation report. Is there any way to set FDMEE so it does not load partial data in planning?
