O/T Timecard automation - Changed time cards processed by R07200 Prepayroll yet T/C Automation batch

I am using Overtime Rules to generate overtime time cards. Thus far so good.

But my test results show that although an overtime batch is still in a PENDING APPROVAL status, if I launch the pre-payroll, I can see the regular hours reduced by the same number new overtime time cards have been generated for.

Shouldn't an overtime batch be approved before the modified F06116 time cards are reflecting the results?  What I see is that the O/T Timecard Automation batch created does not need to be approved for modified (as well as newly created) timecards to be active for the payroll process.
