Cannot see balance amount in fast formula

I have a balance where I can retrieve the value using the pay_balance_pkg.get_value function.  When I reference the balance in a fast formula it does not return a value.  I am getting the DBI name from the ff_database_items table so I know it is valid (ANNUAL_LEAVE_ACCRUAL_V12_BALANCE_ASG_PTO_DE_SM_YTD).

Do you have any idea why I cannot see the balance in the fast formula but I can see the balance when using the function?
