r12 AME, base currency rule work fine but when i add new condition for multi currency it is not buli

AME Engine works when 1 condition is for single currency, For example USD a rule is defined, it works fine.

Rule 1  - USD >0 <9999999999999999

But when i add another currency as condition , for example GBP, USD condition works but GBP doent work.

Rule 2  - GBP >0 <9999999999999999

When i test in the test work bench, it retrieves 2 condition all time.Rule 1 and Rule 2.

If i delete rule 1, the GBP starts working?

Gurus what should be the cause.
