upgrade DB from 11.2.0.2 to 12.1, System not working for the "copy" request functionality in R11.5.1

Dear All,

I met a issue as below:

In EBS R11.5.10.2, I upgrade DB from 11.2.0.2 to 12.1, then found "copy" request functionality doesn't work and raise a error message as : FRM-41830: List of Values contains no entries.

I do below research :

1. There is a patch which have similar issue but it is only for R12.1.3 version. Can we apply this patch for R11.5.10.2?

2. Run query script of LOV, look like missed some value and then try below steps but doesn't work
