Able to save wrong customer address

I am entering wrong customer address but the system gives this message:-

These address elements are not validated: STATE, CITY, POSTAL_CODE. Correct the invalid elements, or continue and save the invalid address.

And allows me to save the address. Why?

I have already enabled Geography Validation and ERROR setup. It should not allow me. What could be the issue?
