Specify 0 spares when adding storage

We are in process of adding a shelf of 24 drives to an existing  pool.  We already have spares in other shelves for this same pool.   We are using RAID 1 so that our rebuild time is small and we have a service agreement that promises 4 hour restoration.  Should we not be able to add another shelf w/o spares.   In our case the extra spare seems to be excessive.
