Records for both(zone and store) are getting created in 'RPM_PROMO_ITEM_LOC_EXPL' table when the pro

I have doubt  how data been getting rolled up in rpm_promo_item_loc_expl and rpm_future_retail.Can anyone explain what is the logic behind the below Scenario?

Scenario 1:

1.Create one Zone.

2.Add two location.

3.Create promotion at zone level.

4.Approve it

5.RPM_PROMO_ITEM_LOC_EXPL and RPM_FUTURE_RETAIL has location level information as well as zone level.

Why both(Zone and Store) the records are getting created in rpm_promo_item_loc_expl and rpm_promo_future_retail tables.

Scenario 2:

1.Create One Zone

2.Add three location

3.Create Promotion at 2 location

4.Approve it

5. Store level information records are creating in
