Attention: To align with new corporate security policies, and to match policies adopted by other communities within Oracle, the My Oracle Support Community access requirements will change beginning September 18, 2025. Hi

The requirement is to track the usage of a service and bill the actuals (eg: $10 each document).

Can I achieve the same functionality with Usage lines and Counters in Service Contracts? What are the setups required

I learned from Oracle that we need Installed base licensed to use counters. How do I create a counter instance without using Item instances?

Any help is appreciated.

Note:We are not planning to maintain any item instances.
