Patching 12.2 EBS web logic component

Since 12.2 has online patching, and I am doing all of my patching on the Patch filesystem, Do I have to shutdown weblogic on the Run filesystem in order to patch Weblogic on the Patch filesystem? The notes with the patch say to stop all weblogic servers.  I am unsure of whether or not I just need to be concerned with the patch filesystem components or as stated in the patch notes, ALL weblogic servers, which to me would include weblogic for run filesystem. Hence NOT allowing for online patching.
