I am unable to delete certain Sales Orders

I am troubleshooting a situation where we are unable to delete certain sales orders in Siebel.  Other sales orders can be deleted fine.  I have eliminated scripting as the cause so I believe that it is either configuration or data related.  Both the applet and BC allow record deletion, so that is not it either.  I have tried filling in blank fields on the record to see if I could determine which may be causing this, but none of the empty fields seem to matter. Has anybody ever experienced this?
