PO receipt tolerance checking 2 different UOM

I have a question about PO receipt tolerance on an item with 2 different UOM.  The item is purchased in FT (feet) but inventoried in IN (inches).  I setup a quantity PO tolerance of 10%.  I have a PO for 100 FT and I tried entering a receipt of 104 FT.  I got the error that the receipt exceeded tolerance.  I tried other quantities under 10% and still got the error.  I could only receive 100 FT.  Is this working correctly?  I should be able to receive in the UOM purchased as long as it doesn't exceed the tolerance, correct?
