R12: Supplier of type Employee in iProcurement

In R12 suppliers are created based on the employee record.

The pay and purchasing check boxes can be set.

In the purchase requisition form, the supplier of type employee can be selected.  However, in the iProcurement screen those suppliers cannot be selected.  Is this intended functionality?
