Force Calculate Contribution on "NO DATA" Entity

We are using HFM 11.1.2.3.500

When I run a "Force Calculate Contribution" on a "NO DATA" (Consolidation Status) Entity ,the consolidation status still remain as "NO DATA" post calculation.However when I run a "Force Calculation" on the same "NO DATA" (Consolidation Status) Entity ,the consolidation status changes to "OK".

Is this expected behavior? If yes ,could some one please explain technically how? My understanding is Force Calculate Contribution does Calculate + Translation.

Note : When I run the above calculation on NO DATA entity of a Forecast Scenario,the rule copy the data from Actual Scenario.
