Label Request History is only reprinting one label and not the desired quantity. Any Ideas?

Within Oracle Inventory the business process is to use the Label Request History form to select the previous transaction, enter the printer name and desired numbers of copies and select the "Reprint" button. However, when the user enters a quantity other than one only one label is reprinted. I have verified the XML output that is being generated has the correct (shown below). This has worked in the past on use in other test environments.

The WMS Request Mode  Profile is set to Synchronous TCP / IP and this is being populated correctly in the WMS_LABEL_REQUESTS_HIST_V table.
