Oracle BI Publisher 10g connecting to a 12c database

I'm having an issue connecting my BIPUB 10g to our 12 c DB.  I get an error that says COULD NOT ESTABLISH A CONNECTION.   The firewall rules are in place and also our BIPUB 11g server can connect to the DB listener.  Our DBA made an entry in the sqlnet.ora files that allows 10g connections so I'm at a loss as to what else I can check.
