Possible to change sequence of Requests and All prompts in Work Orders tab to All and then Requests?

In the Work Orders tab in HTML, would like to change sequence of prompts Requests and All to All and Requests. Tried creating a custom menu with All in sequence prior to Requests, but nothing changed from the front end. Is it even possible to reverse Requests and All to All and Requests?   In release 11, All preceded Requests in the Work Order tab. This was changed to what we feel is a non-intuitive order of Requests and All in release 12.  Thanks!
