Cost Center Hierarchy lineage-Oracle Apps - Query-Standard report

Hello Experts ,

I'm new to Oracle Projects Module and we got a new requirements pasted as below.

I tried using fnd_flex values tables, but im not able to link those tables to get this hierarchical structure.

1) prepare an sql for the below report.

2) Is there any standard report something which can be used for this req?
