how to restrict the price in sales order to 95% above of the price in price list.

Hi gurus,

   I have got a problem.

Situation :

I created a price list, add product A to the price list ,and set the price to $ 100.

When I create a sales order, I want to enter the price after the price was brought by price list. In addition ,I want to restrict the price to 95% above. It means that the price cannot be set to below $ 95, but only if the price is above $95, it is ok and can be acceptable.

Wish somebody can help me . Thanks in advance.~
