Generating work order Purchase Receipt

Hello, I need help and all suggestions are welcome.

We need to automate the generation of work orders at the time of receipt of purchase orders, using the P4312 application.

Our intention is to record hours of staff assigned to the loading / unloading of goods (for control of hours of people working with hourly wages and job type) for which we are discussing implementing work orders that have approval through workflow functionality.

What would be the simplest way to implement in JDE this task?
