ORA-25408 Cannot Safely Replay: can it be caused by VPN?

At a customer we receive spurious ORA-25408., basically every time we leave a TNS connection open in our application for more than 10-15 minutes we get this error.

I've never seen this before but this customer has it all the time.

I even get it in Sql*Plus though it takes a lot longer there (>40 minutes)  than in our application (5-10 minutes).

We get this error mostly when we're connected over a VPN connection,

when I'm connected directly in their LAN it seems much better (I would even say we don't have it at all but not 100% sure about that).
