Question related to Multi Language

If there are 2 users 

1- Using Login in Arabic Language and 2 login in English language.

  Question 1: The Person using the English Language booked AP invoice so at the time of booking the AP invoice can he enter invoice Description in English and Arabic language?

  Question 2: If answer to first question is YES then , If Arabic user login to oracle and open the same invoice can he see the AP invoice description in Arabic and English also?

I have gone through ( Doc ID 1382124.1  ) but this is not related to my question.

Oracle document Id or any reference document will be appreciated
