Planning refresh to Essbase fails

I am trying to refresh the database in planning. But the refresh fails with the following error code 1042013.

Oracle documentation says its a network communication issue - for the error message 1042013 and looking at the documentation updated the values for Netdelay and Netretrycount, but still getting the same error when I try to refresh the database. Another step I took was to restart Planning,RMI,OPMN,EAS and provider service - services. But that didn't help either as the database refresh process failed with the same error code.  Also, I checked in web forms it is accessible so I dont think it involves a TCP/IP communication issue.
