Project created from template has unexpected start dates of Team Members

Hello,

We are creating a project from a template.  The template has Key Members who are effective from 02-DEC-2015.  We create the project to start on 01-JAN-2017.  When the project is created the Team Members are effective 02-DEC-2016.

Do you know why the Team Members are assigned this effective date?  This 02-DEC-2016 date does not occur anywhere in the template or the project.  I included screenshots below.  The team members added 12-JUL-2016 were added during the project creation, and we are not concerned about them.
