Only WHT lines on an Invoice are "Unprocessed" - Invoice Accounting Status "Partial"

Hi All,

I am facing issue in processing Payable Invoices. When I run create accounting process, Invoice Accounting Status becomes "Partial".
I noticed some invoice distributions randomly and found that lines with type "Withholding Tax" are all "unprocessed"

Due to this we are unable to account invoice and Payments.

Please guide
