Server migration licensing queries from Oracle 11.2.0.4 to 12.1.0.2

Hi,

I'm migrating our Oracle Test and Live databases from Oracle 11.2.0.4 that sits on a Windows Server 2008 server to Oracle 12.1.0.2 that will be on Windows Server 2012. My question is does Oracle give you a grace period for the migration to take place so that Test can be migrated to the new server and tested and then Live a month or so later, or is it required to license both servers prior to the migration? I've tried looking around but there doesn't seem to be a clear cut answer, any advice would be greatly appreciated.
