Cancellation of Sales order line at order entry based on quantity (line level)

Is There a Way to cancel the sales order line based on the Given quantity ?

Scenario - Any order which is less than Floor quantity (he absolute minimum for which an order will be accepted) then order line should get cancelled.

JDE WORLD Issue (9.3)

Ex.-  Floor Quantity = 1000 ( item & customer combination)

Sales order line quantity = 900

Then order line should cancelled straight away (980-999).

Note - I have already used the next status preference but it will neither cancel the line properly nor can make the status 980-999. Only option to make it to 520-999.
