Subledger Accounting Balances Update - troubleshooting

While I was testing Submit Accounting (in final mode) per upgrade for R12 - I'd like to check on the last stage results - Subledger Accounting Balances Update (normal completion)  and found that xla_control_balances table is empty. Any ideas - why?

xla_ae_headers/lines are populated as expected.
