Forms personalization for GL Open/Close Periods form

I'm trying to find a way to remove 'Permanently Close' in the GL Open /Close Periods LOV.  Doc ID 745030.1 states that one can "change the LOV ( List Of Values) definition to not include the Permanently Closed status", but there are no instructions on how to do this.  I'm looking for assistance with this forms personalization
