is it possible to get WO page read only?

Hi All,

   We have a requirement that customer wants to give read only access to work order details for few users.  In forms we have View work orders menu. Do we have a similar menu in self service?

If not any idea how to achieve it. We tried the menu and function exlcusions. However the action list are active and it makes WO updatable.
