License for RAC and Oracle Database EE

Hi,

I'm new to both Oracle licensing and RAC, our client is migrating from single instance db to RAC with two nodes and we need license quotation. My understanding is that we need to have license for the RAC software AND Oracle Enterprise Edition 11gR2. One colleague however said that we don't need the EE license since we are converting to RAC (he means that the database license is THE RAC license). Is he correct or am I correct to what I understand?
