When creating notes on a Claim the default type is "Call-Back" how can I chance the default to "Dedu

When creating notes on a Claim the default type is "Call-Back" how can I chance the default to "Deduction Notes"?
  Is there a check box on the look-up?  Where can I find the LOV list?
